June 1 - Problems with Input vs Output

When doing tutorial 1 and adding an extra GPIO to use the pins for JA1-JA4, we are having trouble figuring out how to make each pin an input. We have tried to control each pin by editing the code in SDK, however even when making all pins to be inputs in the code, every pin still outputs a voltage of 3.3V
